Description :
  • Under general direction of the Information Technology Manager I (ITM I) the incumbent performs at the expert level and is responsible for independently analyzing and understanding business requirements and developing, designing, modifying, planning, installing, and evaluating the largest and most complex communications applications. The Information Technology Specialist (ITS) II makes extensive decisions and recommendations to establish organization wide policies and standards in support of the Department of Justice’s (DOJ) Criminal Justice Information System (CJIS) systems. Under administrative direction, the ITS II works independently and as a lead on the design, modification, installation, testing, maintenance, and performance tuning of communications and middle tier software in Windows and Unix/Linux environments and complex middleware assignments. The incumbent maintains, monitors, and supports all operational services that are associated with the Enterprise Application Support Section, 24 hours a day, and 7 days a week. 
  • The ITS II duties include obtaining information from clients and vendors to customize and develop the largest and most complex software to achieve the desired result and optimal performance and security. The ITS II primarily educates other technical peers in the support of the most complex applications written in various programming languages including but not limited to: C#, Java, .Net, PHP, Angular, VueJS, HTML, CSS, JavaScript as well as a general understanding of Content Management systems (CMS) such as SharePoint and Drupal. The incumbent acts as a consultant to lower level staff in resolving challenges associated with highly complex middleware applications software, thus improving their proficiency above the journey level. 
Requirements :

• Experience in planning, organizing, directing, and delegating complex work activities 

• Knowledge or experience in the use of relational databases such as MariaDB, MySQL, Oracle 

• Experience of SOA methodologies to implement REST and HTTP 

• Experience with languages such as PHP, Python, Java 

• Experience supporting iterative system changes and using various continuous integration and delivery tools such as Ansible, Jenkins, SonarQube, and Jira 

• Communicate, coordinate, and review technical integration efforts with other DOJ units and external agencies 

• Proficient verbal skills, can give presentations to executive levels 

• Proficient written skills, can develop and edit high quality technical documentation 

• Ability to work productively with technical and non-technical staff, vendors, management and executives independently and in team environments 

• Work well under pressure, multi-task and coordinate activities of technical personnel 

• Strong customer service skills
